The Lower Silesian College of Public Services "Asesor" (LSCPS " Asesor) has been established in 2000, as the non-state higher education institution in the Lower Silesian Voievodship and from the very beginning has undertaken efforts to establish international links and realtions. During the past years, LSCPS “Asesor” has not only been awarded with four Leonardo da Vinci projects (Pro public - 2001/2002, Pro public 2 - 2002/2003, Socius 2004/2005, Step to Work 2006/2007), as well as Jean Monnet Project 2001- European Module File No C01/240, but also obtained obtaining Erasmus University Charter in 2005 and started SM and TM a year later. This year, LSCPS “Asesor” will join international IP as partner. Our international co-operation includes joined postgraduate studies (e.g. Public administration in Poland and Germany), conferences and publications, summer academies, seminars, student and staff exchange.
The LSCPS "Asesor" treats the international co-operation as one of the most essential elements of its educational policy and strategy. We strongly believe that mobility plays a key role in the free movement of workers which is a bottom-line factor for the European Employment Strategy.
Our strategic objectives include:
- a constant process of developing and refining our curriculum and educational offer,
- a commitment to developing our own research and teaching staff by taking part in decentralized activities (SM/TM) and centralized – IC/CD when appropriate,
- implementation of new programmes in accordance with European standards and with the achievements of our partners.
- gaining new advanced European vocational qualifications
- developing synergies between areas of education, vocational training and culture.
European dimension is inherent part of the LSCPS “Asesor” mission statement, as maintaining European Union teaching standards means constant development of personal and institutional contacts with the old and new partners involved in Bologna Process. Therefore, our EUC is proudly placed on our webpage together with EPS.
The LSCPS “Asesor” has set for the period 2007-2013 the following operational goals:
- To provide our students with the education that is relevant for the Polish, European and international labour market.
- To encourage students and teachers to take the opportunity to study or teach at foreign universities.
- Learning from others by participating in students’ vocational placements.
- To organize an international module with courses taught in English suitable both for domestic and foreign students and teachers.
- To keep constantly up-dated application kit concerning Erasmus news and offers on our webpage
- Our beneficiaries Information sessions on their experiences at host universities.
- Regular meetings with the LSCPS students as a part of the information dissemination.
- Wall tablets, visibly placed at school, with pictures and memories of our Erasmus students to underline the present and future benefits and attractiveness of LLP as a means to enhance personal and professional development.
- Encourage beneficiaries to join Erasmus Students Network.
As a College with a vocational mission and socially inclusive vision we pay special attention to the core values we are founded upon, meaning first and foremost a commitment to respect human dignity and diversity as well as to promote and practice affirmation policy and adequate attitudes, gender equality and equity.

Quality of academic mobility activitiesThe Lower Silesian College of Public Services "Asesor" European Policy stems from the values and priorities of its Strategic Plan of Europeanization of its International Policy Vision that indicates that LSCPS "Asesor" has focused on ensuring that international exchanges and collaboration are of a high quality. Therefore, the College has established a European Office to coordinate LLP and others activities on international level.
High qualities of students’ mobility are ensured by:
- Information on curriculum activities which are provided by website, e-mail, regular post (on request), open educational forums, e.g. educational and job fairs, consulting by our Career Office and organized by our College direct meetings in high schools.
- The ECTS catalogue in Polish and English languages with detailed and up-dated information on courses and other useful practical information easily access on the LSCPS “Asesor” webpage.
- Obligatory credit system;
- Obligatory Diploma supplement;
- Linguistic support and evaluation of the linguistic ability ( classes of 6 foreign languages are offered);
- Minima of the obligatory student ‘s programs elaborated by each chair which provide for enlarged flexibility of student mobility;
- Counseling and individual approach towards LA;
- Special preparatory courses to be offered to outgoing and incoming students on linguistic, cultural, legal and financial aspects and on living conditions;
- Logistics assistance comprising information and assistance with travel arrangements, insurance, residents permits, medical affairs, and other practical aspects;
- Tutor institution established for the incoming students to help them with integration into the new environment;
- Academic staff mobility constantly supported and acknowledged by:
- Staff recruitment on merits and language skills basis.

- opening the faculty flow for sharing and exchanging experience while coming from abroad.
Quality of student placement activities Student placement results from obligatory studies program. The work -programme is based on the analysis of the LSCPA needs concerning the idea of familiarizing our students with the European standards pertaining to the administration and social services. The LSCPS “Asesor” is one of the few Polish colleges educating social workers according to the UE requirements.
The placement projects are prepared by the Faculty and accepted by Faculty Dean and sent to our partners for consultation and their acceptance. In general, the framework and conditions of internships for students of social work and services and public administration are placed on our website and thus easily accessible for everyone. Our partners take care not only of the merit side of the placement, but also of other arrangements like accommodation, formalities of stay, transportation. Based on our earlier experience ,e.g. within Leonardo da Vinci Programme , we sign with our future partners letters of intention. One of our goals is to establish sustainable cooperation between LSCPS “Asesor” and the project partners.
The following procedures help to choose adequate placement settings:
- Carefully prepared recruitment procedure during which different qualities of each student are identified;
- Preparatory cultural and pedagogical courses that permitted to verify and develop the individual predispositions attributed to each beneficiary;
- Matching the needs of receiving institution and the student individual skills and needs;
- Monitoring and the evaluation of the placements by visiting and regular contacts with the receiving institutions.
- Special emphasize placed on tutoring and supervision students while abroad.
The beneficiaries get the academic recognition of the placement after obtaining satisfactory fulfillment and evaluation.
Gained abroad experience is also a unique chance for the future successful career.
